In November 2019, Energy Ministers considered the findings of the Australian Energy Market Commission’s Stand-Alone Power Systems Priority 1 final report.

Following National Cabinet's endorsement of the Energy Security Board's (ESB) final package of reforms, the ESB is carrying out further design work on the proposed capacity mechanism. This will include comprehensive consultation with all relevant stakeholders and interested parties.

The former Council of Australian Governments (COAG) Energy Council tasked the Energy Security Board (ESB) with developing advice on a long-term, fit-for-purpose market framework to support reliability that could apply from the mid-2020s.

ESB is undertaking a comprehensive stakeholder consultation on a proposed whole-of-system Congestion Management Mechanism. This complements jurisdictional Renewable Energy Zones by signalling to investors which parts of the network have spare capacity available and ensuring that we make best use of available capacity in operational timeframes.

The purpose of this consultation paper is to seek feedback on four model options for congestion management, developed through significant stakeholder consultation. Going forward, the ESB will continue working with stakeholders to assess and develop a preferred model to recommend to Ministers. The ESB anticipates that detailed design will be a hybrid model that incorporates one of the investment models and one of the operational models set out in this paper.
