This handbook provides guidance for large energy users on how to effectively conduct an energy efficiency assessment. It draws on the practical experiences of companies and consultants that have undertaken effective energy assessments and can help corporations plan and implement assessments in a way that will optimise business outcomes. The handbook was designed for corporations to meet the requirements of the Energy Efficiency Opportunities (EEO) program but can be used by any large energy user.
This guide was developed to assist companies with undertaking an energy efficiency assessment on a sample that is reasonably representative of their population of similar sites, fleets, technologies or processes. This type of assessment is also referred to as a representative assessment (RA). The purpose of the guide was to assist in determining whether an RA was appropriate for a corporation’s circumstances as well as provide guidance on how to conduct an RA to the level of accuracy required by the Energy Efficiency Opportunities (EEO) program.
This report details the results from a survey of C-level executives who were asked for opinions and attitudes towards energy efficiency.
Information was gathered through a quantitative research among executives from organisations participating in the Department of Resources, Energy and Tourism’s Energy Efficiency Opportunities (EEO) Program. A total of 60 of 220 companies participating in the program at the time were included in the survey.
The Victorian Automobile Chamber of Commerce (VACC), the peak automotive body in Victoria and Tasmania, rolled out the Automotive Energy Information Program in October 2012. Case study prepared by Team Catalyst showing how the design of a community centre in a retirement village in western Sydney might change if the building had been designed to comply with the 2019 version of the energy efficiency provisions in Section J of Volume 1 of the National Construction Code, rather than the 2016 version. The case study focuses on the building fabric provisions. The case study was completed in early 2018 using an early draft version of Section J 2019 and does not fully reflect the final version published in February 2019.
Bakers Delight’s designed a showcase bakery at its operation in Mascot. The bakery showcased best-practice building design, baking procedures and equipment efficiency, achieving a 32% reduction in annual energy costs compared to a standard Bakers Delight bakery. This was achieved without impacting on product quality, customer satisfaction or staff comfort.
At Capilano’s Richlands honey production facility, electricity and natural gas are the primary energy sources and input costs. Of the 18,000 gigajoule (GJ) (a cost of $580,000) used on site, 25% is used by thermal loads of pasteurisation and hot water generation. An assessment took into consideration upcoming business changes (the build of a new facility was pending) and advised Capilano about opportunities to save money on lighting, solar PV, thermal system insulation and heat recovery, and compressed air heat recovery.
The Falls Festival is a 3 day music festival held across Australia. Organisers of the Tasmanian event, at Marion Bay, were interested in reducing its fossil fuels consumption, and the savings that come with that. Assessments showed the primary opportunity to save came with selecting the right sized generators: there are 26 generators on site and changed practices were able to cut 90 running hours of usage by powering them down at appropriate times, and by choosing the right generator for the job throughout the festival.

When e+ architecture’s ownership wanted to cut its rising energy costs, they got their team onboard making simple behaviour changes. Then, they changed lighting to more energy efficient options; installed timers to the electric hot water system; installed a 1.6kW PV system and began purchasing 10% Green Power. The combined actions saved the company $2025 a year, reducing its energy bills by 46% in 12 months.
At the McIvor Road Vet Clinic in Victoria, an increase in demand for its services led to installation of new equipment. Energy bills went ‘through the roof’, and service demands meant switching equipment off was not an option. Instead, the Clinic installed additional insulation and a 10kW solar PV system, switched from halogen to light emitting diodes (LEDs), and installed a solar boosted, gas hot water system. Within 12 months, the Clinic’s energy use has been cut by 50%, saving $5000 per annum.
