The Liddell Taskforce was required by its Terms of Reference to model the impact on wholesale and retail power prices from Liddell’s closure, and the options identified to maintain similar price, reliability and security outcomes. In addition to economic modelling undertaken by Frontier Economics, the Taskforce sought advice from Australian Energy Market Operator (AEMO) to look at the extent to which different generation and storage options would meet 2025 system needs.
AEMO’s report identifies a gap in the provision of key system needs between Liddell’s closure in 2023 and the commencement of Snowy 2.0 in 2025. To avoid a gap, AEMOs assessment considers a combination of projects – both scenarios including gas – could deliver what the system needs.
