Post 2025 DER Implementation Plan – commencement of design and implementation process

In 2021, the ESB published a scope of works and forward workplan for Horizon One of the Post 2025 Distributed Energy Resources (DER) Implementation Plan, identifying key issues to be addressed, reform activities, and details about how stakeholders can engage. 

National Cabinet endorsed the Post 2025 DER Implementation Plan in October 2021. It instructed the ESB to move forward with the 3-year reform road map to unlock value for customers from the integration of DERs and flexible demand into energy markets. This move will commence with customer insights collaborations and forums. 

The ESB sought feedback from interested parties to highlight where other key customer issues or linkages may exist across these activities to support development of reforms in Horizon One. 

The ESB also engaged directly with customer groups, peak bodies and other interested organisations on the Horizon One agenda in 2022.

In parallel with delivering the DER Implementation Plan reforms, the ESB facilitates a Customer Insights Collaboration. The collaboration works with customer groups and industry stakeholders on key cross-cutting customer issues that have implications for DER reform development and implementation.

Horizon One of the collaboration ran for the first half of 2022 and focused on barriers to customer reward for DER and flexible energy use. 

The ESB published 2 items ahead of collaborative stakeholder workshops commencing in late February 2022:

  • a call for evidence about barriers to customers being rewarded for DER and flexible energy use to inform a knowledge sharing report about insights from industry trials, customer and industry research, and other sources
  • an invitation to express an interest in being a member of the Stakeholder Steering Group that will help guide the collaboration and work through the insights that are revealed as part of Release One.   

Responses to the call for evidence and the invitation to express an interest in the Stakeholder Steering Group were invited to be submitted to ESB by 24 January 2022.
