Energy Senior Officials have released a consultation paper on potential measures for inclusion in the Reliability and Supply Adequacy Framework. Stakeholder feedback is sought on the need for, and high-level design of, the potential measures.
On 13 April 2023, Energy and Climate Change Senior Officials released for consultation draft regulatory amendments and a consultation paper proposed to improve and expand the Australian Energy Regulator Wholesale Market Monitoring and Reporting Framework.
On 26 September 2022, Energy Senior Officials released for consultation a package of draft regulatory amendments required to provide the Australian Energy Market Operator (AEMO) with the tools to identify, signal and manage risks to east coast gas supply adequacy.
On 12 August 2022, Energy Ministers agreed to fast track the introduction of an emissions reduction objective into the national energy objectives, as a first action under the National Energy Transformation Partnership.
On 28 October 2022, Energy Ministers agreed to amendments to the National Gas Law and Regulations to bring hydrogen blends, biomethane and other renewable gases under the national gas regulatory framework.
On 12 August 2022, Energy Ministers agreed to establish a new National Energy Transformation Partnership. The partnership is a framework for national alignment and cooperative action by governments to support the smooth transformation of Australia’s energy sector.
The purpose of this consultation paper is to seek feedback on four model options for congestion management, developed through significant stakeholder consultation. Going forward, the ESB will continue working with stakeholders to assess and develop a preferred model to recommend to Ministers. The ESB anticipates that detailed design will be a hybrid model that incorporates one of the investment models and one of the operational models set out in this paper.
On 31 March 2022 Energy Ministers agreed to a final package of gas pipeline regulatory amendments. The reforms will deliver a simpler regulatory framework that will continue to support the safe, reliable and efficient use of and investment in gas pipelines.
Energy Ministers acknowledge the progress being made to deliver the Trajectory for Low Energy Buildings and its Addendum (the Trajectory) and the impacts the COVID-19 pandemic has had on industry and stakeholders. This has led to extended delivery timeframes for a number of work streams in the Trajectory. Energy Ministers also agreed to release the DRAFT National Framework for Disclosure of Residential Energy Efficiency Information for broader consultation throughout 2022.
ESB is undertaking a comprehensive stakeholder consultation on a proposed whole-of-system Congestion Management Mechanism. This complements jurisdictional Renewable Energy Zones by signalling to investors which parts of the network have spare capacity available and ensuring that we make best use of available capacity in operational timeframes.
As part of delivering the Post 2025 DER Implementation Plan, the ESB sought stakeholder views on an assessment framework to inform consideration of the trade-offs involved in applying relevant technical standards to support interoperability of inverter-based DER devices.
The ESB released the DER Implementation Plan Scope of Work and Forward Project Plan – Horizon One and Customer Insights Collaboration papers calling for research inputs to support Release One activities, and expressions of interest to participate in the Stakeholder Steering Group as part of Release One.
Following National Cabinet's endorsement of the Energy Security Board's (ESB) final package of reforms, the ESB is carrying out further design work on the proposed capacity mechanism. This will include comprehensive consultation with all relevant stakeholders and interested parties.
