Terms of reference for the review of the Integrated System Plan

At the Energy and Climate Change Ministerial Council meeting of 7 July 2023, Ministers agreed the terms of reference for a review of the Australian Energy Market Operator’s Integrated System Plan (ISP). The terms of reference set out the purpose, scope, governance and process for the review.

The review

Under the National Energy Transformation Partnership, Ministers have recognised the importance of effective system planning to support the energy transformation. This includes ensuring that the ISP – the whole-of-system plan for the development of the National Electricity Market (NEM) – is fit for purpose.

The ISP review will determine the ideal scope, function, and form of a ‘supercharged’ ISP. A supercharged ISP will present an integrated transition plan that considers the generation, storage, transmission and distribution requirements to maintain affordable and reliable energy. The review will make recommendation regarding the required changes to the regulatory and operational frameworks to achieve this objective.

Learnings from the review will be shared with non-NEM jurisdictions to ensure that the benefits of enhanced system planning can be realised across the country.

The review is scheduled to be completed in the first quarter of 2024.
